After hours of back-and-forth over amendments, the Senate is racing to pass a one-week budget stopgap, together with annual defense policy legislation, which could pass as early as Thursday night.

Leaders in the Senate had yet to reach agreement as of Thursday afternoon, although they are moving quickly to reach consensus on the measures. The House passed the stopgap Wednesday night to avert a Friday shutdown and extend federal spending until December 23, as lawmakers race to finalize a broader $1.7 trillion year-end budget package.

Those involved in the deal are not revealing the details so as not to endanger support in a hurried timeline.
